High water is expected to continue through the weekend, with some areas experiencing levels not see in 25 years.
In Pontiac, Quebec a number of residents near the water have been told to leave.
Along the Bonnechere River, homeowners near Killaloe have been sandbaggging around waterfront properties, with water levels rising to what some say is the worst flooding ever in the area.
East of Ottawa, 60 houses have already been flooded in the town of Rigaud, just past the Quebec border.
An evacuation order is in effect for about 150 homes.
The Ottawa River Regulation Planning Board says the continuing rain will keep water levels high for the next several days between Pembroke and Montreal.
Spokesman Michael Sarich said the situation appears to be stabilizing, but homeowners who may be under threat should keep a close eye on the situation.
"There's still a lot of snow melt to come from the northern reaches of the basin of the Ottawa River, so we're not out of the woods yet," Sarich said.
Many bike paths, trails, and some roads remain under water along the Ottawa, Rideau, and Gatineau rivers.
Gatineau Mayor Maxime Pedneaud-Jobin says water levels in his city will not be rising as much as previously forecast. On Thursday, Gatineau was bracing for water levels going up as much as 20 centimeters, but Friday’s forecast suggests levels will rise only another 5 centimeters.
But Pedneaud-Jobin says it's still all hands on deck at City Hall, with 200 staffers deployed to handle flood-related issues.
Pedneaud-Jobin says the City has no plans to mandate evacuations at this time; however firefighters have been going door to door to check on residents along boulevard Hurtubise. 23 homes have been voluntarily evacuated. Displaced residents are being directed to the Jean-René-Monette community centre, but so far only 3 people have reported to the centre to be looked after. Pedneaud-Jobin says most evacuated residents chose to take care of themselves.
Gatineau has not declared a state of emergency, but the City's emergency measures co-ordination centre is still open. About 40 people a day have visited the centre since Wednesday.
The City of Gatineau says there will be a meeting at the Gatineau Sports Centre to discuss financial aid to affected businesses and residents on Monday, April 24, at 7:00 p.m.
